Degree and Program Approval Process

Degree Programs

Proposals for degree programs are submitted in hard copy to the Minister. Approval of degree programs under the Post-Secondary Learning Act and the Programs of Study Regulation follows a two-stage review process once the Minister receives a proposal.

  1. System Coordination Review: a review of the proposed program by the department to determine the need for the program and how it fits with other programs currently offered within Alberta's post-secondary system.

  2. Quality Review: a review enacted by the Campus Alberta Quality Council upon receiving the proposal from the Minister.

Other Programs of Study

Proposals for certificate and diploma programs are submitted through the Program Registry System (PRS) electronically. Following a review within the Department of Advanced Education and Technology, the Minister approves proposals for new certificate and diploma programs and significant modifications to existing programs.

The proposed programs or program changes are reviewed in the context of the institutions' mandate statements. Many aspects of the new programs or program modifications are taken into consideration including the

  • relationship between the proposed program and the institution’s strategic and business plans
  • student and labor market demands for the program 
  • demonstrated viable human resources, financial capacity, and facilities to support the delivery of a quality program
  • relationship of the proposed program and curriculum structure to the program goals and objectives.
    After a degree program proposal has been approved, the institution submits a proposal on PRS to create a program record.
